Why policy blueprints?

As a 501(c)(3) nonprofit, the State of the Children Project (SOC) does not lobby. Instead, we equip decision-makers with the tools they need to act. Governors are the natural advocates for children in state care, and we believe that working alongside state budget officers helps embed sound policy into lasting budget decisions, changes that endure beyond any single administration.

What makes SOC different?

Many organizations do important work advocating for children or conducting research on child welfare policy. SOC is a think tank. We are data-focused and build blueprints that governors and other policymakers can adopt, moving beyond conversation to measurable, lasting improvements in outcomes for children.

How do we turn research into reform?

Our work unfolds in four stages, from evidence synthesis to sustained implementation.
